Description of the Job:

Under general supervision of the Child Support Supervisor I in the Child Support Enforcement Department. Conducts in-house investigations of absent parents to establish or enforce child support orders.

Essential Job Responsibilities:

This job description is intended to convey information essential to understanding the scope of the job and the general nature and level of work performed by job holders within this job. This job description is not intended to be an exhaustive list of qualifications, skills, efforts, duties, responsibilities or working conditions associated with the position.

  • Conducts investigations into child support cases for establishment and enforcement;
  • Works with employers, postal authorities, Parent Locator Service, social agencies, etc., to obtain information on absent parents;
  • Communicates with police agencies, employers, temporary employment agencies, and others regarding location efforts;
  • Conducts paternity testing proceedings to establish paternity, including genetic testing;
  • Obtain and verify evidence by interviewing and observing clients and witnesses or by analyzing records;
  • Verify employment and determine assets of individuals;
  • Enforce child support orders and performs specialized tasks requiring use of multiple computations, cross-referencing data and information and variety of procedures for auditing Child Support Enforcement Agency (CSEA) cases;
  • Reviews and processes reports; including, but not limited to; FIDM, emancipations, and other monthly reports;
  • Enters updates into computer system; adjusts court ordered amounts; identifies cases in system where cases are paid in full and close cases when appropriate; prepares files for legal action; prepares appeal summaries and testifies in court or at state hearings as needed.
  • Interview clients via face-to-face and/or using other sources and/or reviews and prepares reports, required forms or legal filings;
  • Interprets and reviews support orders, both judicial and administrative, for case review and entry into the system;
  • Processes Administrative Modification Reviews and Emancipations; prepares court entries; calculates financial obligations and support balances related to child support accounts;
  • Assist absent parents in Early Intervention and job searching through either direct assistance or referral to an appropriate department or program;
  • Attends meetings, seminars and workshops as needed;
  • Stay abreast of current laws, rules and regulations relating to child support cases;
  • Performs all other duties as assigned.

Preferred Qualifications:

  • Must have a High School diploma or equivalent.
  • Must have a valid Ohio Driver's License and an operable vehicle.
  • Prefer an Associate or bachelor's degree in business, social services or related field.

Minimum Qualifications:

  • Knowledge of principles of interviewing, investigative methods, practices and procedures, federal and state laws and rules governing area of investigation, agency policies and procedures governing assigned area, rules of evidence, case preparation techniques
  • Ability to define problems, collect data, establish facts and draw valid conclusions
  • Calculate fractions, decimals and percentages
  • Use proper research methods in gathering data
  • Handle sensitive inquiries from and contacts with officials and general public
  • Perform light typing, early intervention and assessments of absent parents, and job coaching skills.

Physical Requirements:

  • Alternate frequently between sitting/standing/walking throughout an eight (8) hour workday.
  • Lift/carry a minimum of eight (8) pounds.
  • Reaching with bilateral upper extremities into/up to/down to various heights.
  • Push/pull with twenty (20) pounds of initial force.
  • Climb onto stepladder (2 steps).
  • Bend/squat/crouch/kneel.
